Síndic de Greuges (Ombudsman) - Dr Josep Coll Bertran

PhD in Industrial Engineering and Full Professor of Business Organisation at the Technical Univeersity of Catalonia (UPC), his career has always been linked to academic management at universities. Thus, he has been Vice President, University Extension, at the UPC (1987-1988), General Coordinator for Catalonia’s University Entrance Examinations (1989-1992), Vice President, Academic Policy, at the UOC (1997-2003) and a member of the Catalan Interuniversity Council’s General Conference, and Coordination and Organisation Commission (1997-2003). He is currently Academic Coordinator of the Global University Network for Innovation (UPC-UNESCO-UNU) and Assistant Director of the UPC’s Department of Business Organisation.

Responsibilities

“The Board of Trustees of the Fundació per a la Universitat Oberta de Catalunya (Foundation for the Open University of Catalonia) shall name a Síndic or Síndica de Greuges (Ombudsman or Ombudswoman), as proposed by the President. Their function is to safeguard the rights and obligations of the members of the University. They shall act with independence and autonomy from all other University bodies and agents.” (Article 44 of the University’s Organisational and Operational Regulations).

The functions of the Síndic de Greuges (Ombudsman) are as follows:

  • To defend the rights and liberties of all members of the UOC university community from any action or situation that may be discriminating, undermining or arbitrary; to ensure the fulfilment of all that stipulated in the University’s Organisational and Operational Regulations and any other University regulations.

 

  • To offer, before the competent bodies, non-binding proposals to resolve issues that are presented to them and formulae for conciliation or agreement to aid a rapid resolution.

 

  • To produce reports on specific subjects, on their own initiative or at the request of the University’s Board of Trustees or Governing Council.

 

  • To present an annual report on their activities, including any suggestions deriving from these as to the University’s operations.
